Structurally, the Government of Samosir Island consist of Regency's Offices, Sub-District Offices, Rural Villages Offices and Urban Village Offices. All of the above offices are part of the Executive Offices. There is a Regional People’s Representative Council as Legislative Office. Both Executive and Legislative Offices of Samosir Regency are the main authority in the regency. 

Some other offices are part of National Government Offices which have offices in a regency to support the regency management and operational. The offices are part of the National Government Bodies which the placement of the personnel and budget supported by National Government. They are Police Department, Justice and Court Department and Attorney Department.


Bupati or Regent is the head of Regency. Usually cooperated with a Wakil Bupati or a vice regent. There is a Secretary Government Office which managed all the governmental activities. Some offices as part of the regent's government to manage specific issues in the regency called Satuan Kerja Pemerintahan Daerah (SKPD). SKPD directly report to Secretary Government Office. All personnel in the regency offices are recruited by the regent's employee administration office. Replacement or substitution of the employee in the regent's offices is the authority of the regency government. 

 

Camat or Head of Sub-district is a representative of Bupati for management and coordination of some rural or urban villages. A Kecamatan or Sub-district consist of some rural or urban villages. There are some divisions in a sub-district office to manage and coordinate specific issues in their district. Camat report to the Secretary of Government.


A rural village led by a Kepala Desa or Head of the rural village. An urban village or Kelurahan led by Lurah or the Head of the urban village. Rural or urban village have some sub-villages. A sub-village or Dusun led by Kepala Dusun or the Head of sub-vilage. The head of rural village or urban village report to the head of sub-district. And, sub-villages' head report to head of the village. There are also some divisions in a rural or urban village which dealing on specific issues in the village. They are recruited from the villager representative.


Bupati and Wakil Bupati, members of Regional People’s Representative Council are chosen by the regency election process. The election of Bupati and Wakil Bupati directly choose a pairs of candidate who have mandate letters from local parties. Members of Regional People’s Representative Council is chosen from a party member candidate. A head of rural village is chosen by the village election process. Camat and head of urban village is appointed by Bupati.


Statistic Office of Samosir Regency in Samosir Regency in figure 2017, mention that up to the year of 2016, the region of sub-district administration of Samosir Regency had no expansion, that is consist of 9 sub-districts, while the region of village administration expanded from 111 rural villages and 6 urban villages become 128 rural villages and 6 urban villages.
